The constraint has moved to advanced substrates
Earlier this year the board supply discussion centred on laminate, mainly FR-4 availability and standard multilayer lead times. The pressure now sits in advanced substrates, driven by AI packages that need larger substrate formats, higher layer counts and tighter material specifications. TrendForce describes the system-level bottleneck shifting away from die performance and toward packaging, substrates, materials and yield coordination across suppliers.
By July, TSMC-related equipment requirements had reached 1.9 times the level planned at the end of 2025, according to TrendForce, with the buildout still described as insufficient for demand.
A narrow supplier base
ABF and TGV related tools and materials depend on a narrow Japanese supplier base. That concentration leaves few options if a problem hits one of those suppliers, so a constraint in this part of the chain belongs in your risk register as a concentration risk, separate from ordinary capacity tightness.
Substituting a substrate is an engineering change
A substrate alternate can't be dropped in when geometry, layer count, CTE, dielectric constant, or ABF and TGV process requirements change. Any of those changes makes the substitution an engineering change, which means a controlled ECO, first article inspection, reliability review and yield qualification before production release.
If an alternate is bought as a simple AVL swap, the problem usually surfaces after the parts arrive and before the build can run. When capacity is short, count only qualified alternates as coverage, and plan for approval time as well as lead time.
What Buyers Should Do Now
- This week: Ask each substrate supplier for capacity reservations, committed dates, and an ABF and TGV material map showing where their inputs come from, so you can see any concentration in your own supply.
- Within 30 days: Route every candidate substrate alternate through the ECO, FAI and reliability workflow before anyone quotes it as available, and record the approval duration next to the lead time on the AVL.
- Before the next design freeze: Ask engineering which package changes are still open, because a substrate that has to requalify after the freeze becomes a schedule risk for procurement.
