The Volumes Already Moved
Japan imported 13 tons of dysprosium in 1H26, down 82% from the same period in 2024. Yttrium imports fell 74% to 204 tons. European dysprosium prices are running at roughly seven times pre-control levels.
Now the part that makes this awkward to act on: the same reporting says shortages have not yet become a significant bottleneck for Japan's chip-equipment sector.
Both things are true. Upstream inflows collapsed, prices repriced, and the downstream production impact hasn't arrived. Inventory and existing contracts are absorbing it for now.
Why This Reaches You Sideways
Rare earths rarely appear on a BOM as a line item. They arrive embedded in things: magnets in actuators and motors, phosphors and coatings, RF and optical assemblies, and the semiconductor manufacturing equipment your suppliers depend on.
That last one is the path most buyers miss. A dysprosium constraint doesn't show up as a part shortage. It shows up as a tool that ships late, which shows up as a fab ramp that slips, which shows up as an allocation conversation eighteen months from now.
Which is why the honest framing is licensing and qualification risk rather than immediate scarcity. The first symptom is usually an export licence taking longer, or an approved material becoming unavailable in a qualified grade.
Domestic Supply Is Coming, Slowly
The US Department of Energy selected nine critical-minerals recovery projects totalling $162 million on August 19, covering scandium, copper, antimony and rare earth elements.
Read the scale before you read it as relief. These are bench- and pilot-scale projects. They improve the medium-term option set and change nothing about your next four quarters.
What Buyers Should Do Now
- Start with a map: Identify every equipment item, magnet, RF and optical assembly in your supply base with dysprosium, yttrium or related controlled-material content. Most teams cannot answer this today.
- Then ask your suppliers: Confirm inventory position, export-licence status, and approved alternates before your next build window rather than after a licence delay.
- Watch the right signal: The first symptom won't be a part shortage. It will be equipment lead times slipping at your suppliers. Ask about tool delivery dates, not just component availability.
