The Resin Chokepoint Has No Fast Substitute

SABIC's Jubail complex represented roughly 70% of global high-purity PPE resin before the April 7 strike took it offline. Current recovery estimates run 6 to 9 months.

Electronic-grade PPE is not a drop-in commodity. High-frequency and advanced server boards require electrical and thermal performance that must be recertified when the resin system changes. A substitute on paper can still mean months of testing before it becomes a buildable alternate.

That leaves buyers exposed through at least the next two planning cycles, even if physical production begins to recover sooner.

Copper and CCL Repriced the Base Board

Copper-clad laminate is up around 45%, with South Korean import prices reaching a record $20,728 per tonne in March, 74.5% higher year-over-year. Resonac raised CCL and prepreg prices 30% from March 1.

The cost stack explains why the move travels so quickly:

  • Copper foil: about 42% of CCL cost
  • Resin: about 26%
  • Glass fibre: about 19%

Copper foil itself is up more than 30% on constrained high-end capacity and elevated copper. When the largest input and the binding resin both move, a fabricator has little margin left to absorb.

Advanced Boards Carry the Full Increase

The result is showing up at every complexity tier:

  • High-layer-count boards: +25% to 40%
  • HDI boards: +30% to 50%
  • Advanced laminate lead times: up to 140 days
  • Standard FR-4 lead times: 4 to 8 weeks, up from days on readily available grades

Quote validity has compressed because fabricators cannot hold raw-material assumptions for a full monthly cycle. A board price received today may not survive the engineering approval queue.

ABF Is the Next Layer Up

Ajinomoto is raising ABF film prices roughly 30% from Q3, worth about 3% to 6% on the finished substrate. The ABF supply gap is estimated near 10% in the second half of 2026 and around 21% in 2027.

This is why capacity announcements do not immediately relieve finished-board pricing. Even when a fab adds output, the substrate, film, foil, and equipment beneath that output have their own queues.

What Buyers Should Do Now

  1. Next 48 hours: Identify every build using low-loss PPE laminate, high-layer-count stackups, or ABF substrates. Revalidate quote expiration dates before releasing customer pricing.
  2. Next 30 days: Secure a 3- to 6-month buffer on approved laminate grades and qualify a second fabricator against the exact stackup, not a generic FR-4 family.
  3. Next 90 days: Freeze laminate choices earlier in the design cycle and negotiate indexed raw-material clauses with ceilings. Budget high-layer and HDI programs against 25% to 50% increases until supply normalizes.
